Qingdao International Cooperation Center (QICC) is a comprehensive service institute specialized in international exchanges and cooperation. It was founded in 1988 and provides services in handling the exit/entry formalities for personal affairs, international economic cooperation, international cultural exchanges, and other various services for foreigners visiting or living in China, including visa application for personal affairs, consular legalization, overseas study, labor and engineer/technician export, translation, foreign language training, immigration, overseas group tour, summer camps for elementary and middle school students, personnel administration for foreign enterprises. QICC is the only institute that has the authorization to provide both overseas business/travel and international cooperation and labor export service .

This center is authorized by the Embassy of Japan in China and the Consulate General of the Republic of Korea in Qingdao to process for private passport holders the visa formalities of various types to visit Japan and Korea. This center is also the first institute in Qingdao region authorized by the Ministry of Foreign Affairs to process consular legalization . It is the first in Qingdao to send students to study overseas in Japan and the biggest overseas study agency in Qingdao . Its language training school is a branch of the Global IELTS School, the largest educational institute established in China by the British Commonwealth educational system, and the main IELTS training school in Qingdao.

The center is one of the first institutes that have got all the qualifications certificated by the national or provincial authorities to process self-funded overseas study. It is honored for several consecutive years as an “Enterprise with Excellent Credit”, by the Administration for Industry and Commerce of Qingdao City. In 2005 the center successfully got the Quality Control System Certification of ISO9001:2000

The center has two departments of administration, five business departments, two offices respectively at the Municipal Government and Exit/Entry Administration Department, Public Security Bureau of Qingdao, one foreign language school and one limited company. Its business centers in Qingdao and radiates to various parts of Shandong Province such as Yantai, Weihai, Qingzhou, etc.
